The Independent Checkers
Who are they?

In the legislative branch of the Chawosaurian Imperial Government, Independent Checkers are people who sit on the other roll of seats in a legislature and checks the legislating behavior of political parties who sit on the opposite roll from them, with both rolls of the legislature having a similar number of seats to balance the power between Independent Checkers and partisan legislators.
As part of the constitutional changes of 2022 and 2023, the Independent Checkers were inaugurated on September 17, 2022, and they shall rule for life until their respective deaths and successions by their respective eldest child or oldest surviving.

Independent Checkers do not have the right to propose legislation themselves, Independent Checkers are here to check legislation passed by the majority party or a coalition of parties to make sure that this legislation does not violate the Imperial Constitution of the Empire of Chawosauria, and the Independent Checkers will have the final say of either approving or blocking the piece of legislation based on constitutional grounds and not based on political bias.
The rules that Independent Checkers are strict, they are not allowed to be part of a political party and they cannot have any political biases, their sole loyalty is the Imperial Constitution only, and nothing else.

5: Independent Checkers are here to establish checks and balances on political parties in legislative governments
As evident in the United States, political parties in legislative authority have absolute power if they control the executive branch. Following the 2020 U.S. presidential election, Republicans used their legislative monopolies in state governments, many of which have Republican governors than Democratic governors since the 2010 midterm elections, to limit the rights of citizens of their respective states, such as the right to vote, the right to an abortion, blocking and suppressing the rights of their LGBTQ citizens, and taken the right of certain communities to know their history away.
This is the kind of governing normally seen in authoritarian regimes such as China and Russia.
Chawosauria's Independent Checkers are here to prevent that from happening in the legislative governments of Chawosauria. The Imperial Constitution specifically protects voting rights that it requires all newborn Chawosaurians to be registered to vote by their parents and will have the option to vote when they get older.
4: Independent Checkers can't propose legislation, but they have the authority to check, approve, and reject legislation passed by a political party
Independent Checkers do not have the power to propose legislation themselves, but they have the authority to check a piece of legislation passed by the majority party or a coalition of parties to ensure that the Imperial Constitution is fine with the legislation, and based on their verdict, the Independent Checkers can choose to whether to let the legislation leave the legislature or reject it, preventing it from becoming law.
Independent Checkers are not allowed to have political biases on legislation, and it is illegal for them and punishable with life imprisonment, to judge a bill based on political bias.
3: Independent Checkers are not supposed to be your friends
Independent Checkers cannot be friends with partisans. They are required to hold discontent with partisans, the purpose is to make governing tough for political parties which effectively prevents partisan tyranny and gridlock.
Independent Checkers can take an entire partisan agenda and throw it into the trash and use the Imperial Constitution to justify it, simply just to be jerks.
This is the treatment partisans regardless of their political spectrum, will receive from Independent Checkers.
Now, the Imperial Constitution is actually a left-leaning constitution, which means left-wingers will unintentionally receive favorable treatment from Independent Checkers, and right-wingers will face solid outright hostility from Independent Checkers no matter how big a right-wing partisan majority can be in the Chawopolis Palace. Centrists will face uncertain odds of winning over Independent Checkers.
2: Independent Checkers rule for life
Independent Checkers can rule for life, and when an Independent Checker dies in office, that late Independent Checker is succeeded by the eldest child or oldest surviving child if the eldest is already deceased. Independent Checkers however do have the option to step down and let their eldest child take over their office. Independent Checkers can design their own order of succession, which can create opportunities for nepotism, a form of corruption in which a person in power uses his/her power and influence to award allies and relatives with luxurious lives or positions of power.
1: Independent Checkers have control over a party's agenda, not the party itself
Under the regime of Independent Checkers, political parties are not free to control their party agendas as the Democrats and Republicans are in the United States, this will cause Chawosaurian political parties to be resentful towards American parties for having more freedom than they do.
Chawosaurian parties regardless of their political spectrum will have to design their agenda in a way that makes Independent Checkers happy, this is the only way parties can stay on the Independent Checkers' good side.
Bottom Line
The Independent Checkers would so not make the Democrats nor Republicans happy if the United States is under the Imperial Constitution. But that's no matter for the Independent Checkers, the Democrats and Republicans can get mad as much as they want, but the Independent Checkers still have the final say in what Democrats can and can't get done and what Republicans can and can't get done.
The same can be said about Chawosaurian political parties, they can get mad at Independent Checkers as much as they want, and maybe have tensions with Independent Checkers if the Chawosaurian parties wanted to, but this only plays right into the goals of the Independent Checkers, because that's actually showing parties whose boss in the legislative branch.
